Web site [ask the LJ brain]

So I am attempting to put together a website for my mom's art, both as something to do for her and as an excuse to learn something. Not surprisingly, I am trying to learn CSS, since that's pretty much de-rigeur these days.
All this separation of content and presentation is somewhat confusing to me, however. It seems that any CMS program I use either has one limited way to present the data and no easy way to adjust it or doesn't address presentation at all. I don't even know if any program to let you adjust the layout exists, or if it has returned to the days of all hand coded in text editors and then you're supposed to know how that links to whatever CMS you have.
You would think a simple site with a gallery of pictures of art would be fairly straightforward, but it seems I will need to learn 3-5 programs or learn XML and CSS from scratch in order to begin to put up a site.
I am hoping I am wrong, since the idea of templates that you can then adjust and link to your data seems like the point, I just don't see how that happens. Perhaps Joomla! has confused me.
