Giant Inernet Brain, help me find a cell phone!

So pay as you go is a nightmare and if it looks like there may be actual (if inconsistent) income in the future, I need to be consistently reachable. That being the case, anyone have a recommendation for cell phones and plans for Montreal in early 2010? Or are they all equally terrible?
