Different people, different rules

lightcastleI have worked on and off in this cafe downtown a number of times over the last month or so. I've been able to have my coffee refilled/topped off without trouble. I was told just now that they don't do that.
Possibilities.
1) They only do that with a breakfast.
2) They only do that during the day.
3) They recently changed the rules.
4) The waitress I normally have was breaking the rules for me.
